Minutes taken by the Clerk at the meeting of Fishtoft Parish Council, which was held on
Monday 13 September 2021 at the Playing Fields Pavilion, Fishtoft, starting at 7:00pm

                            
Present:  Councillors: Helen Crawford (Chairperson), Joff Williams (Vice Chairman), Liz Armstrong, 
Richard Lenton, Linda Taylor, Margaret Ordway and Mrs Victoria Clark, Clerk to the Council.
Councillors Paul and Judith Skinner arrived during item 2
Also present: Boston Borough Councillor Jonathan Noble

The meeting opened at 7:00pm
                                           
1. Chairman’s remarks
Thoughts were given for Councillor Roly Ashley

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
The Clerk had received apologies from Councillors Paul and Judith Skinner to say they would be late arriving

Councillors P and J Skinner arrived

3. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
Declarations of interest were given by Councillor P Skinner for Item 7
Councillor Ordway gave a declaration of interest for Item 7: B/21/0401

4. Notes of the Parish Council Meetings held on 9 August 2021: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On Proposal from Councillor Lenton, seconded by Councillor Armstrong and with no objections, all resolved to accept the notes of 9 August 2021 as a correct record of the meeting and gave permission for the Chairperson to sign them

5. Police report and matters
 
a) Reports: During a speed check in Pilley’s Lane and Willoughby Road, 2 drivers were issued with Fixed penalty notices and 9 drivers were spoken to

6. Finance

a) Payment of accounts
i.  Chris Cook: Printing posters: £18.00
ii. Staff Costs: £347.73
iii.TA Blackamore Ltd: September grass Maintenance: £1085.66
iv. Boston Borough Council: 1 x Street bin and siting at Fishtoft Road layby: £365.40
v.  Lincolnshire County Council: 10 x 30mph community speed watch passive signs: £100.00
Late payments coming in:
L.A.L.C: Website Maintenance £126.00 approved at the August meeting item 11c
Hiab 4 Hire: Transporting buoy to Fishtoft playing fields (From the Heritage Lottery funding) £720 approved at the August meeting item 10c
On Proposal from Councillor Crawford and seconded by Councillor P Skinner with no objections, all resolved to authorise all payments

b) Cash book and bank statements
Statement to 27 August 2021 £61,978.02 with cheques 1521 and 1523 (£1,785.66) not presented 
On Proposal from Councillor Crawford and seconded by Councillor Taylor with no objections, all resolved to agree with balances 

c) Online banking: Update including read only for Members 
Online banking was approved by the bank
As an extra safeguard the Clerk suggested online read only for two Members and until that time, she would send a screen shot to all Members after payments had been made.
On Proposal from Councillor Taylor and seconded by Councillor Crawford with no objections, all resolved that online, read only banking would be requested for Councillors Armstrong and Williams 
      
d) Savings account: To discuss and resolve
It was agreed that the Clerk would apply to Lloyds Bank for two savings accounts connected to the current account a) £19,687.59 (Footway lighting) b) £1,560 (Election costs) and all Members would look at general reserves before a savings account is opened for that.

e) Financial regulations: To discuss and adopt
On Proposal from Councillor Crawford and seconded by Councillor Armstrong with no objections, all resolved to adopt the financial regulations

7. Planning matters: Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.
To include applications received after this agenda has been posted and the day of the meeting
a) B/21/0377: Proposed replacement two storey dwelling including construction of new access and drive at Walnut Tree Farm, Tattershall Road, PE21 9NL
No objections
Comment: Request that native trees be used

b) B/21/0392: Proposed rear extension to form enlarged living room and porch at Manor Lodge, Clampgate Road, Fishtoft, PE21 0RY
No objections

c) B/21/0401: Proposed 2 bed bungalow at Sandy Lodge, Fishtoft Road. PE21 0QR
Objection: As this does not fit in with the local plan regulations

8. Clerk’s report on outstanding matters

a) A16 speed calming (joint request with Sibsey P.C) – Update
No update at the moment, take off the agenda for 3 months 

b) Junction of Rochford Tower Land, Priory Road an Eastwood Road, Fishtoft – Archers report 
No update at the moment, take off the agenda for 3 months

c) Waste bin
It was confirmed that this is in situ

9. Fix My Street

a) Church Green Road: Footpath. Ref: 4153606
An email update has been requested

b) Woad Lane: Gouges, potholes and flooding. Ref: 390639. 23 April – Update: Action scheduled
Jet patching should have taken place in august. An email update has been requested
c) Eastwood Road Footpath: Reference 4164960 
Highways have received multiple reports. An email update has been requested

d) Freiston Road Footpath: Reference 4164961
Highways have received multiple reports. An email update has been requested
e) Lamp out, Whitehouse Lane: Reference 404325
Not Lincolnshire County Council this is Boston Borough Council to sort

f) Nettles encroaching onto footpath, Woodthorpe Avenue/Eastwood Road: Reference 404335
Not Lincolnshire County Council highways responsibility.
Councillor P Skinner has reported this to Lincolnshire Housing Partnership

10. Members reports and business

a) Queens Platinum Jubilee Fun Day 2022: Update
Councillor Armstrong updated those attending
Councillor Noble will ask the young singers that he knows
The Clerk was asked to book the Doughnut Man as a punch and Judy Show

b) Fishtoft 400: Update
Councillor Armstrong updated those attending
The Clerk reminded the Members that she needs to submit a report including financial to The Heritage Lottery Fund by the end of this month.
Councillor Armstrong to ask crafts groups etc. for invoices
 
c) Clearing shrubs etc. near Hobhole pumping station
Councillors Armstrong and Ordway had a site visit near the Pumping Station with the Farm manager at North Sea Camp who has agreed to arrange for the path to be cleared but for wildlife purposes will leave the reeded area.
There would be room for 5-6 trees on the bank edge

d) Code of Conduct
The Clerk had sent all Members a copy of the National Association of Local Council’s model copy 
The Members will wait for the Local Government Association’s guide 

e) Outside bodies: Representatives
The Forget-Me-Not club had to disband due to the number of Members reducing 
Playing Field Committee have agreed for a member of the council to join then: This will be Councillor Lenton
The schools have not replied
St Guthlac’s PCC: The Secretary will update the council

f) Emergency Plan
Councillor Williams is looking for volunteers for the Emergency Planning Group and also ideas for sanctuaries in case of an emergency

g) Notice Boards
This should go back on the agenda after Councillor Ashley is back

h) Website and social media
L.A.L.C runs a social media session through Breakthrough Communications at £22.50
It was suggested that there be a working group
The Clerk to ask Swineshead Parish Council for a copy of their Social Media Policy 

i) Scalp road condition
Councillor Ordway reported that highways stated that after the art installations were in situ the road would be upgraded. There are many potholes and half the road has collapsed, it also needs another layby.

11. Correspondence received, Events and Reports

a) LCC Treescapes
The closing date has now expired. The Clerk was asked if it could be extended

b) Planning 
The Clerk reminded Councillors that there is a L.A.L.C training session for “Explaining the planning system”
Councillor Ashley is already booked onto this, Councillor Taylor would also like to attend.

Councillor Noble (BBC)
Parking income in the town is increasing and also permit requests
The Assembly Rooms owner is to paint the outside of the building
Finance is on track
If residents’ bins are contaminated, they will be taken away
