August 2021 Minutes


Minutes taken by the Clerk at the meeting of Fishtoft Parish Council, which was held on Monday 9 August 2021 at the Playing Fields Pavilion, Fishtoft, starting at 7:00pm

Present:  Councillors: Helen Crawford (Chairperson), Joff Williams (Vice Chairman), Liz Armstrong, 
Richard Lenton, Linda Taylor, Roly Ashley, Margaret Ordway and Mrs Victoria Clark, Clerk to the Council.
Also present: Boston Borough Councillor Jonathan Noble

The meeting started at 7.06pm

1. Chairman’s remarks
The Chairperson welcomed Councillor Ordway

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Councillors J and P skinner had given their apologies with reasons to the Clerk 
On proposal from Councillor Williams, seconded by Councillor Lenton and with no objections, all resolved to accept the reasons given to the Clerk

3. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
None given

4. Notes of the Parish Council Meetings held on 19 July 2021: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On Proposal from Councillor Armstrong, seconded by Councillor Williams and with no objections, all resolved to accept the notes of 19 July 2021 as a correct record of the meeting and gave permission for the Chairperson to sign them

5. Police report and matters
 
a) e-scooters information
An electric scooter is classified as a motor vehicle meaning the user must be over 18, have a driving licence, Insurance, road tax and not used in areas for pedestrians, cyclists and horse riders.
It is legal to use it on private land with the permission of the land owner.

b) Report

6. Finance

a) Payment of accounts
Donation to the P.C.C. for Church Yard maintenance £700
Staff Costs £572.93
T A Blackamore Grass maintenance £1085.66
On Proposal from Councillor Armstrong and seconded by Councillor Taylor with no objections, all resolved to authorise all payments

b) Cash book and bank statements
With the meeting being earlier in the month, the bank statement will not always be received in time

c) Online banking – Mandate signing
Councillors Armstrong and Williams signed the mandate 

d) Financial regulations - To discuss and adopt
Some changes were amended and this to be on the next agenda to give all councillors a chance to read it
On Proposal from Councillor Armstrong and seconded by Councillor Lenton with no objections, all resolved to take out 5.6 and 5.7

7. Planning matters: Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.
To include applications received after this agenda has been posted and the day of the meeting

a) B/21/0349: 17/8: Development of up to 135 dwellings of affordable housing; with associated access; 
parking; open space; landscaping and associated infrastructure at Land at Toot Lane, Boston
Concerns were raised about this application as follows
i. The transport link is infrequent 
ii. There are no renewable energy plans 
iii. Visual look of the buildings, they are very plain. This was mentioned by residents about The Furrows.
iv. Are affordable housing needed for the 135, a mix would be more suitable
v. A six metre gap between properties needs to be maintained and the members would like it noted that the parish council will not undertake maintenance or grass cutting for any open space or SUDS areas. Developers would need to create an adequate managerial plan and ensure resources are in place to ensure satisfactory future management.
vi. The Parish council agrees with the comments of the residents 

b) B/21/0369: 27/8: To replace fence to enclose chicken paddock & raise height to 5ft & installation of pond at Wombwell House, Fishtoft Rd, Fishtoft PE21 0QR
No objections

c) B/21/0374: Proposed single storey rear extension at 3, St Guthlacs Way, Fishtoft, Boston, PE21 0SW
This came in today 9/8/21 and the members need time to look through it

8. Clerk’s report on outstanding matters

a) A16 speed calming (joint request with Sibsey P.C) – Update
Clerk to Ask Councillor P Skinner what the criteria is 

b) Junction of Rochford Tower Land, Priory Road and Eastwood Road, Fishtoft – Archers report 
On the request from Councillor P Skinner 10 “Check your Speed 30” signs will be ordered for this road and also Willoughby Road where concerns from residents have also been made

c) Waste bins
On Proposal from Councillor Williams and seconded by Councillor Ashley with no objections, all resolved to buy a bin for the Fishtoft Road lay-by if the cost of £365.40 for the bin & installation if it includes regular emptying by the Borough

d) Hobhole pumping station
The contact at North Sea Camp advised the clerk to get in touch towards the end of the holidays to arrange for a site visit with Councillors Armstrong and Ordway at the Hobhole wooded area near the pumping station  

e) Eastwood Road Footpath: Reference 4164960

9. Fix My Street

a) Church Green Road: Footpath. Ref: 4153606
Not on highways current works programme  

b) Woad Lane: Gouges, potholes & flooding. Ref: 390639. 23 April – Update: Action scheduled

10. Members reports and business

a) Fishtoft Community Centre
Councillor Lenton will update the members nearer to the completion date

b) Fishtoft Fun Day: Update
There has not been the uptake of spaces for stalls for the September date and after discussion it was decided that next year might be the better option and combining the day with the Queen’s Platinum Jubilee and budgeting for this later this year. On Proposal from Councillor Crawford and seconded by Councillor Williams with no objections, all resolved to budget for this event and to hold it on Thursday 2 June 2022

c) Fishtoft 400: Update
Councillor Armstrong has spoken to several companies requesting a quotation for a concrete slab for the buoy to be sited on, the best quotation was £2,500 and other quotations to move the buoy to site.
On Proposal from Councillor Crawford and seconded by Councillor Ashley with no objections, all resolved to give Councillor Armstrong delegated powers to give instruction for the construction of the slab and other decisions connected to Fishtoft 400.  
On Proposal from Councillor Williams and seconded by Councillor Ashley with no objections, all resolved to let Councillor Armstrong decide the company to move the buoy

d) Standing orders: To discuss and adopt
After discussions and on Proposal from Councillor Armstrong and seconded by Councillor Ashley with no objections, all resolved to accept and adopt the standing orders. 
Councillor Williams wanted it noted that he disagreed with references to European Commission and Union now that we were not part of it. The Clerk explained that these could not be removed as they are legal and statutory requirements and should not be removed 

e) Outside bodies: Representatives
The Clerk asked for more information on representatives of outside bodies

f) Emergency training: Update 
Councillor Williams attended a seminar run by Lincolnshire Fire and Rescue and asked the members for ideas on 2 buildings that could be used as a sanctuary in the event of an emergency. Also, a pool of volunteers’ will be needed

g) Personnel Committee: To discuss
Councillor Crawford suggested that as she was Chairperson she should stand down from the committee and a new member would be needed.
The new committee will be Councillors Armstrong (Chairman) Ashley, Lenton and Taylor

11. Correspondence received, Events & Reports

a) Queens Jubilee
It was discussed that a committee be formed, it was decided this will be Councillors Armstrong, Lenton, Crawford and Williams

b) LCC Treescapes 
This will be discussed at the next meeting

c) LALC Subscription for Website management
On Proposal from Councillor Armstrong and seconded by Councillor Taylor with no objections, all resolved to subscribe to the full LALC website management at £15 per month

d) LALC Internal Auditors 
It was decided that the council would stay with Mr Jackson as the Internal Auditor and if at any time he cannot do it then LALC would be approached.

13. Reports from Boston Borough Council (BBC) & Lincolnshire County Council (LCC) Members

Councillor Jonathan Noble

The recycle bins at Asda and Tesco will be emptied weekly and more signage put up
There will be upcycle Sunday on the 1st Sunday of the month when residents can put out items for others to collect for free
Up to 4 side bags will be collected with the green and blue bins
There will now be no need to book cars into the cycle centre however Vans and trailers will still need permits.
