Minutes of Fishtoft Parish Council meeting held Thursday 19th January 2023 at Rochford Tower Hall, Fishtoft commencing at 7pm

PRESENT:     Councillor Helen Crawford presiding as Chairperson
        Councillors Elizabeth Armstrong, Richard Lenton, Margaret Ordway and Roly Ashley

Councillor Paul Skinner representing as Parish, Boston Borough and Lincolnshire County Councillor, Councillor Judy Skinner representing as Parish and Boston Borough Council and Boston Borough Councillor Johnathon Noble sent their apologies as they had an additional meeting to attend.

There were no members of the public present to ask any questions or make short statements during the time allocated.

The meeting opened at 7.10pm

1.     Chairman’s remarks
Councillor Crawford wished everyone a Happy New Year and thanked Councillor Williams for presiding as Chairperson at the December’s meeting.  

2.     Apologies for absence - To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Cllrs Williams, J Skinner and P Skinner sent their apologies of which the Parish Councillors were aware of the reasons for not attending. Following proposal by Cllr Ashely, seconded by Cllr Armstrong and with no objections it was resolved to accept the reasons for absence.

3.     Declarations of interest – (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
No declarations of interest were received.

4.     Notes of the Parish Council Meeting held on 8th December 2022 - To resolve as a correct record and to authorise the Chairman to sign the official minutes
It was proposed by Cllr Ashley, seconded by Cllr Lenton and with no objections it was resolved to accept these notes as a true and accurate record.

5.    Footway Lighting in Parish
Following communication from Boston Borough representative this matter was discussed further into how they wish to proceed with changing the Footway Lighting.  It was decided to leave the current LEDs as all night for the time being and ask the question if it would be possible to split the process of changing the old light to LEDs over two financial periods.  The clerk was asked to raise this query.

Following proposal by Cllr Crawford, seconded by Cllr Ordway and with no objections it was resolved that these payments should be made.

b) Additional payments to be approved after setting of the agenda
There was one additional payment to Noticeboard.Online for the Pro Form Invoice of £1031.40 in association with the replacement Noticeboard at Rochford Tower.

c) Payments & receipts: since 14th November 2022 - Appendix A
Only payments recorded in the 8th December 2022 minutes and as per Appendix A were made.

d) Bank Account as of 31st December 2022
All members had received a copy of the bank statement via email prior to the meeting of which showed that balance of the bank account as of 31st December 2022 was £69,342.04.

e) Savings account – Transfer of funds from Treasury account 
The savings account was now up and running, therefore a decision on the amount to transfer into it needed to be made.  Following proposal by Cllr Crawford, seconded by Cllr Ashley and with no objections it was resolved to transfer the contingency amount of £57885 into the savings account.

7.     Planning matters - Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.  To include applications received after this agenda has been posted and the day of the meeting
a)     B/22/0465 - Installation of modular steel building to be used as community classroom, craft and cooking workshops and small cafe - Allotments, Willoughby Road, Boston PE21 9HN    
There were no objections to this planning application.
b)     B/22/0509 - Application under s73 for the variation of Condition 2 (Approved Plans) to make amendments to the siting of the proposed dwelling following grant of permission under approval B/22/0236 (Replacement Dwelling and Associated Works) - Sunnyside Farm, Clampgate Road, Fishtoft, Boston PE21 0SB
There were no objections to this planning application.  
c)    B/22/0513 - Application under Schedule 2, Part 16, Class A of The Town and Country Planning (General Permitted Development) (England) Order 2015 to determine if prior approval is required for the proposed installation of 20m high slim-line monopole, supporting 6no. antennas, 1no. wraparound equipment cabinet at the base of the monopole, 2no. equipment cabinets, 1no. electric meter cabinet and ancillary development including 1no. GPS module - Grass Verge of Rochford Tower Lane, Fishtoft, Boston PE21 9RH
There were no objections to this planning application.  
d)    B/22/0511 - Proposed single storey rear extension, garage conversion and internal alterations - 7, Zara Close, Fishtoft, Boston PE21 9BH
There were no objections to this planning application.  

e) Planning Reports and Information received including Planning Application decisions
The following planning information/planning decisions have been received:
i) B/22/0426 – Proposed erection of 2 no. detached dwellings at 27 Marshall Close, Fishtoft, PE21 0RX
ii) B/22/0444 – Proposed installation of water storage tank, pump house and service pipework to provide fire suppression system at Metsa Wood, Fishtoft Road, Fishtoft, PE21 0BJ

8.    Highway - To consider and make observations associated with Highways matters that are not associated with Appendix B
a)    A16 Fishtoft and Sibsey Road Safety – Draft Letter
Cllr Ordway informed that there was another accident on the 11th January 2023 within the vicinity.

Following discussion, the clerk was asked to forward this to Sibsey Parish Council to review and add their own comments though in addition to still forward this to LCC Highways from Fishtoft Parish Council.

b)    A52 Wainfleet Road Speed Reduction – Draft Letter
Following discussion, the clerk was asked to forward this also to Sibsey Parish Council to review and add their own comments though in addition to still forward this to LCC Highways from Fishtoft Parish Council.

9.      Members reports and business
a)     Clearing and tidying the wooded area near the Hobhole pumping station - Update from Councillor Ordway

There was no information to report.

b)     Fishtoft 400/Buoy - Any updates including applying for Warm Hub fund
Cllr Armstrong informed that they were still requiring costings for the finishing of the materials to the buoy.

Cllr Armstrong relayed that she had a response associated with hiring the Community Hall at the School.  Following information received it was deemed not feasible to use this facility.

Funding as a Warm Hub was available and therefore asked the councillors if they agreed to applying for this for the Tuesday Community Group.  Following proposal by Cllr Crawford, seconded by Cllr Armstrong and with no objections it was resolved to apply for the grant.

c)    Outer Dowsing – Signing of Licence Agreement
The Licence agreement needed to be signed associated with the land owned by the Parish Council that would be affected by the Outer Dowsing scheme. Following proposal by Cllr Ashely, seconded by Cllr Armstrong and with no objections it was resolved to sign the agreement, therefore it was signed by the Chairperson and Clerk to the Parish Council.

10.     Correspondence received, Events & Reports - To discuss any correspondence received including after setting of agenda
    The following correspondence had been received:

11.     Fix My Street, Highways and Boston Borough Council - To receive any updates on reported issues Appendix B
Cllr Crawford informed that there is a large number of potholes along Pilleys Lane and raised a query for the whole road to be assessed.
