MINUTES OF FISHTOFT PARISH COUNCIL MEETING HELD ON MONDAY 16TH NOVEMBER 2020 VIA VIDEO CONFERENCE COMMENCING AT 7PM
PRESENT: Cllrs. E. Armstrong (Chairman) M. Ordway, J. Williams, R. Lenton, P. Skinner & H. Crawford & J. Skinner (Cllr. J. Skinner joined the meeting later).

Also present Boston Borough Cllr. J. Noble (Joining the meeting later)
PUBLIC FORUM 2 No public in attendance
1. CHAIRMANS REMARKS
The Chairman and Cllr. Lenton laid a wreath on behalf of the Parish Council and residents, this was recorded for the Church to transmit on Remembrance Sunday
2. APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
The Clerk received an apology with reason from Cllr. J. Skinner, Cllr. Ordway stated that it was not a valid reason and should not be resolved. On Proposal from Cllr. R. Lenton and seconded by Cllr. J. Williams, with one objection from Cllr. Ordway, it was resolved to accept the reasons given
3. DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest
Cllr. P. Skinner declared an interest in item 6
4. NOTES OF THE PARISH COUNCIL MEETINGS HELD ON 19th OCTOBER 2020 - To resolve as a correct record and to authorise the Chairman to sign the official minutes
On Proposal from Cllr. H. Crawford and seconded by Cllr. J. Williams, with no objections all resolved to accept the notes of the 19th October 2020 as a correct record of the meeting and gave permission for the chairman to sign them
5. FINANCE
a) Approve payment of accounts
On Proposal from Cllr. P. Skinner and seconded by Cllr. H. Crawford, with no objections all resolved to authorised the above payments
b) NALC national salary awards
On Proposal from Cllr. R. Lenton and seconded by Cllr. J. Williams, with no objections all resolved to authorised the NALC salary award for 2020/2021 and agreed to back date it to April 2020
c) Budget update & bank statement – To approve
All members had received these ahead of the meeting - On proposal from Cllr. P. Skinner and seconded by Cllr. H. Crawford, with no objections all resolved to accept them as correct.
d) Scribe accounts – To discuss
On proposal from Cllr. M. Ordway and seconded Cllr. P. Skinner with no objections all resolved to not subscribe to Scribe accounting system
e) Internal Auditor – To approve
To be discussed at the next meeting
ACTION: The Clerk to add this to December’s Agenda
Cllr. J. Skinner entered the meeting
Cllr. J. Noble entered the meeting during the discussion of item 5f
f) Budget – To discuss and set budget amounts for precept
On proposal from Cllr. R. Lenton and seconded by Cllr. M. Ordway a precept amount was set at £32,739.00 with two objections against this amount from Cllrs. P. Skinner & J. Skinner
ACTION: The Clerk to send the amended budget to all members
ACTION: The Clerk to inform Boston Borough Council of the precept amount
ACTION: The Clerk to look into what is covered by the insurance & add to the next agenda
6. PLANNING MATTERS – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council - To include applications received between 9/11/2020 & 16/11/2020
a) B/20/0387 Proposed residential dwelling at land adjacent to Burton Corner, Sibsey Road, PE21 9QR
The Members present at the meeting with no interest had no objection to one dwelling but request a Highways safety report.
b) B/20/0374 Erection of a modular building to increase size of emergency department following the relocation of 1 existing cabin, 1 decontamination unit & 1 generator – Pilgrim Hospital, Sibsey Road, PE21 9QS
The Members present at the meeting with no interest had no objections or comments
ACTION: The Clerk to inform Boston Borough Planning of the decisions
7. CLERK’S REPORT ON OUTSTANDING MATTERS
a) A16 speed calming (joint request with Sibsey P.C) – Update
The reference for this is 4151757 – The Clerk followed this up but no update was available
b) Tree ownership and over hanging bushes
The Clerk wrote to the owner of the hanging bushes and these have now been cut back
ACTION: The Clerk to contact Lincolnshire County Council requesting the hedgerow on the corner of Pilley’s Lane & Sibsey Road is cut back
c) Parking on Church Green Road
The Clerk has received no answer from those contacted regarding the on-road parking
ACTION: The Clerk to write to Highways and Lincolnshire Road Partnership requesting either or both of them lower the curbs, keeping the pavement as level as possible, outside each property before the bend so that residents can park off road for the safety of those traveling this part of Church Green Road.
d) Wooded area – Hobhole
ACTION: The Clerk to add this to the April Agenda on Cllr. Ordway’s request
8. CORRESPONDENCE RECEIVED
a) Correspondence from a resident - asking for an explanation for 4.5% increase in council tax 2020/2021
ACTION: The Clerk to reply to the resident with an explanation
b) Correspondence from a resident - Church Green Road Footpath Ref: 4153606
c) Correspondence from a resident - Roundabout at the junction of Rochford Tower Land, Priory Road an Eastwood Road, Fishtoft, Boston
It was decided that better signage here and at the end of Toot Lane should be requested
9. VIEWPOINTS ON QUESTIONS/STATEMENTS FROM MEMBERS OF THE PUBLIC DURING THE FORUM

Income from parking is down due to the free parking
Trading income is down due to Covid-19
Fly tipping is still increasing, it is the responsibility of those hiring someone to clear their rubbish to check that they had a licence to do so.

At the highways meeting the next day, Cllr. Skinner will pick up reports from Fix My Street

ACTION: The Clerk to speak to Councillors having issues with video meetings
