MINUTES TAKEN BY THE CLERK AT THE FISHTOFT PARISH COUNCIL MEETING HELD ON MONDAY 17TH AUGUST 2020 VIA VIDEO CONFERENCE COMMENCING AT 7PM

PRESENT:    Cllrs. E. Armstrong (Chairman) M. Ordway, J. Williams, J. Skinner, P. Skinner R. Lenton & H. Crawford

Mrs. V. Clark, Clerk to the Council

Also present Boston Borough Cllr. J. Noble and Lincolnshire County Cllr. M. Griggs joined the meeting later

PUBLIC FORUM: ii No public in attendance

1. CHAIRMANS REMARKS

The chairman reminded all attending that there was a limited time to this Zoom meeting

2. APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

Cllr. O. Snell and Cllr. H. Staples (Vice Chairman) with reasons previously given to the clerk – On proposal from Cllr. P. Skinner and seconded by Cllr. J. Skinner, with no objections all resolved to accept the reasons given

3. DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

Cllr. P. Skinner declared an interest in item 6

4. NOTES OF THE PARISH COUNCIL MEETINGS HELD ON 22nd July 2020 - To resolve as a correct record and to authorise the Chairman to sign the official minutes

On Proposal from Cllr. J. Skinner and seconded by Cllr. P. Skinner with no objections all resolved to accept the notes of the 22nd July 2020 as a correct record of the meeting and gave permission for the chairman to sign them

5. FINANCE

a) APPROVE PAYMENT OF ACCOUNTS

On Proposal from Cllr. J. Skinner and seconded by Cllr. R. Lenton with no objections all resolved to accept the above payments previously paid

c) BUDGET UPDATE

All received with no comments

d) BANK STATEMENT

All received with no comments

e) BANK MANDATE – To resolve who should be added as a signatory

It was agreed that Cllrs. J. Williams and H. Staples would be added as signatories on the mandate – On proposal from Cllr. J. Skinner and seconded by Cllr. E. Armstrong and with no objections

ACTION: The Clerk to organise the mandate

6. PLANNING MATTERS – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council - To include applications received between 10/8/2020 & 17/8/2020

a) B/20/0263 Treetops Lodge, White House Lane, PE21 0BE – Proposed two storey dwelling – This was previously applied for under B/19/0233 in July 2019 & was refused by planning in October 2019

ACTION: Clerk to send to all members for further comments

b) B/20/0270 44 Priory Road, PE21 0RA – Single storey conservatory extension to rear of dwelling

ACTION: The Clerk to send to all members for comment

c) B/20/0107 Rear of Gunby House, 21 Sibsey Road, PE21 9QY, resubmission of B/19/0307. An appeal has been made to the secretary of state against the decision of Boston Borough Council to refuse to grant the planning permission. Appeal ref no. APP/Z2505/W/20/3257037

d) B/20/0243 Land adj. to 29 Pettit Way, PE21 0LU – Erection of one, two storey detached dwelling

No comments or objections were made

ACTION: The Clerk to send a report to Boston Planning department

7. REPORT ON OUTSTANDING MATTERS

a) Wooded area at Hobhole Pumping Station – To discuss equipment needed or defer to a later meeting

Cllr. M. Ordway requested that this by reviewed again in three months

ACTION: The Clerk to add it to the November agenda

b) Subsidence at Pilgrim Fathers Memorial site – Environment agency were due to start in August

The Environment Agency to start works which have been delayed.

c) Replica Stocks

ACTION: Cllr. P. Skinner will try to find out information from Boston Borough Council

d) A16 speed calming (joint request with Sibsey P.C) – Joint letter was posted to highways in March

ACTION: The Clerk to find out any updates

e) Parking on Zig Zag lines near schools – A letter was sent in March to both schools

LCC have launched a new service to tackle problem parking. Report any dangerous and illegal on-street parking in Lincolnshire via www.lincolnshire.gov.uk/nuisanceparking

County Cllr. M. Griggs entered the meeting

f) Burton Croft Road drainage

g) Surface flooding on the corner of Kingsway/Woodthorpe Ave

Cllr. P. Skinner confirmed that the above areas have been reported to highways

h) Ownership of a stretch of grass at the entrance to Rider Gardens

ACTION: The Clerk to try to find out ownership

8. CLERK’S REPORT AND CORRESPONDENCE RECEIVED

a) New website

Accessibility laws come into place at the end of September

PDF documents can be used before July 2018, after that there must also be word documents

The Old website will be closed by the end of the year

b) Allotments

The Clerk had a call requesting allotment space

ACTION: The Clerk to inform that person that there is a waiting list at the BBC that they could be added too

c) Naming of roads for the development off Lindis way

The developer will go with the suggestions from the Parish Council, Copper Gardens & Old Iron Way

d) LALC Prevent awareness online training

The members to contact the Clerk if they are interested in attending

e) Road closure at Wythes Lane during 17 & 19th August

9. VIEWPOINTS ON QUESTIONS/STATEMENTS FROM MEMBERS OF THE PUBLIC DURING THE FORUM

None received

10. COUNCILLORS ISSUES

a) Nunns Bridge

People jumping off the bridge were reported to Witham Fourth, LCC and the police for their own safety

Further to this it has been confirmed by Witham Fourth that there is Blue/Green algae (poisonous to dogs & humans) they will put up signs & start to Sluice it, this has been put on social media & Keep Fishtoft Safe website

b) Future meetings

ACTION: The Clerk to speak to the venues

ACTION: The Clerk to find out details of dial up options including “Go to meetings”

11. MAYFLOWER 400

ACTION: The Clerk to add this to the September Agenda

12. FUN DAY

This is now Scheduled for Sunday May 30th 2021

13. LITTER PICKING

There has been people picking

It might be possible to join the National Litter Picking in September

14. REPORTS FROM BOSTON BOROUGH COUNCIL (BBC) & LINCOLNSHIRE COUNCY COUNCIL(LCC) MEMBERS

The Environment and Performance Committee - The waste transfer station has modified plans, there is a brochure about this on the website

ACTION: Cllr. J. Skinner to send the brochure to the Clerk to forward on to members

BBC have three new members in the cabinet, Cllr. J. Noble for Finance, Cllr. T. Abbot for the Town Centre & Cllr. R. Austin for Heritage

LCC Highways new contractors has Neighbourhood Teams in this area, cutting back hedges, cleaning signs & dealing with potholes

With the £750,000 central government grant money, accelerated funding for the following projects –

Haven High Academy, Boston College, Boston Town Heritage project, Experience Boston & the PE21 scheme

A presentation has been made by Well Being Lincs who are supporting & empowering adults to live independently at home & in the 3rd year of a 10-year term

It is the councils aim to support local businesses through the retail relief scheme

Q.  From Cllr. R. Lenton – Would the BBC think about a community centre for the older generation which could include Arts & crafts

A.  The BBC are looking at doing things like this for Boston

Q.  From Cllr. H. Crawford - Why is money being spent the bus station side & not Bargate side of the town

A.  Funds have been put by for the town centre

If any highways problems are noticed, a list is being compiled, if the council knows of any then email or call Cllr. Griggs to add the problem to the list.

The Wellbeing service is very useful to help people live independently that may not have the support around them

ACTION: Cllr. Griggs to send a contact list to the council
