MINUTES OF FISHTOFT PARISH COUNCIL MEETING HELD ON MONDAY 19TH OCTOBER 2020 VIA VIDEO CONFERENCE COMMENCING AT 7PM

PRESENT:    Cllrs. E. Armstrong (Chairman) M. Ordway, J. Williams, J. Skinner, R. Lenton, H. Crawford & P. Skinner (Cllr. P. Skinner left the meeting after his report in item 11.

Mrs. V. Clark, Clerk to the Council (The clerk left the meeting after item 5 due to technical reasons) Also present Boston Borough Cllr. J. Noble

1. CHAIRMANS REMARKS

The Chairman had nothing to add

2. APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

Apologies were given for Cllr. O. Snell - On Proposal from Cllr. P. Skinner and seconded by Cllr. H. Crawford, with no objections all resolved to accept the reasons given

3. DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

Cllr. P. Skinner declared an interest in item 7

4. NOTES OF THE PARISH COUNCIL MEETINGS HELD ON 21st SEPTEMBER 2020 - To resolve as a correct record and to authorise the Chairman to sign the official minutes

On Proposal from Cllr. P. Skinner and seconded by Cllr. J. Skinner, with no objections all resolved to accept the notes of the 21st September 2020 as a correct record of the meeting and gave permission for the chairman to sign them

5. RESIGNATION OF MEMBER

The Chairman had received the resignation of Cllr. Helen Staples.

On proposal from Cllr. M. Ordway, seconded by Cllr. J. Skinner, with no objections all resolved that the unfilled council seats should be advertised for co-option.

ACTION: The Clerk to advertise on the website, notice boards and inform the Borough asking them to add it to their social media page.

The Clerk had connection difficulties’ and left the meeting, Cllr. M. Ordway was asked to take notes.

6. FINANCE

a)    Approve payment of accounts

On Proposal from Cllr. R. Lenton and seconded by Cllr. H. Crawford, with no objections all resolved to authorised the above payments

b) Budget update & bank statement

All members had received these ahead of the meeting - On proposal from Cllr. R. Lenton and seconded by Cllr. H. Crawford, with no objections all resolved to accept them as correct.

c) Purchase of zoom – To discuss

On proposal from Cllr. J. Skinner and seconded by Cllr. H. Crawford, with no objections all resolved to purchase an annual Zoom subscription at the costs given previously to all members and to share that cost with another council if possible.

ACTION: The Clerk to purchase

7. PLANNING MATTERS – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council - To include applications received between 12/10/2020 & 19/10/2020

a) B/20/0263 – Treetops, Whitehouse Lane, PE21 0BE - Refused

b) B/20/0259 – 22 Camelot Gardens, PE21 9RP – Granted

c) B/20/0395 – Bank House, Scalp Road, PE21 0SH – The Members present at the meeting with no interest had no objections or comments.

ACTION: The Clerk to report to the planning department at the Borough

8. REPORT ON OUTSTANDING MATTERS

a) A16 speed calming (joint request with Sibsey P.C) - Update

b) Tree ownership and over hanging bushes

ACTION: The Clerk to keep pursuing

9. CLERK’S REPORT AND CORRESPONDENCE RECEIVED

a) Remembrance Sunday

ACTION: The Clerk to inform all members via email of any arrangements in Fishtoft

b) Parking on Church Green Road

ACTION: The Clerk to keep on the agenda

10. VIEWPOINTS ON QUESTIONS/STATEMENTS FROM MEMBERS OF THE PUBLIC DURING THE FORUM

None received

11. REPORTS FROM BOSTON BOROUGH COUNCIL & LINCOLNSHIRE COUNCY COUNCIL MEMBERS Cllr. P. Skinner - BBC

Highways and coastal – Fix My Street – All chased and completed. Cllr. M. Ordway reported that the Hilldyke ones from early Spring had still not been undertaken despite sending reminders.

ACTION: Cllr. M. Ordway to supply Cllr. P. Skinner with the relevant designated numbers.

Cllr. P. Skinner had checked on the Haven Bank works, all is going well although some cyclists had damaged fences.

Foundations for the new art work were in place

The town will now have a 1 to 300-year event defence from flooding by raising the banks of the River Witham, works are currently being undertaken.

There had been an enquiry evening with Cllr. Pole re the recycling centre, he stated the present booking system was now Covid safe, keeping a safe number of people on the site.

The different types of waste on different days is due to the restrictions on when they themselves can send the waste on for processing.

The centre is for household waste only, they have needed to turn away large vans that have commercial waste some of which have travelled from other areas.

Cllr. Pole acknowledged that more advertising was needed so everyone understood the system and that symbols could be used to overcome language barriers.

Fly tipping had increased however the Borough are implementing processes to deal with this.

Cllr. J. Noble – BBC

The free parking in town is to be extended for another month but the £50,000 loss cannot continue.

Cllr. Noble had complained to Cllr. Pole at the refuse enquiry evening claiming it is an open-air establishment and could be open more freely.
