DRAFT MINUTES OF THE FISHTOFT PARISH COUNCIL MEETING HELD ON MONDAY 20th  JANUARY 2020 AT THE PLAYING FIELD PAVILION COMMENCING AT 7.00PM

Present: Councillor E Armstrong (Chairman), Councillors R. Lenton, M. Ordway, J. Williams, O. Snell & H. Staples (Cllrs. J. Skinner & P. Skinner joined the meeting later.

Mrs K Partridge (Clerk/RFO), Mrs V Clark (Clerk)

1. CHAIRMAN’S REMARKS:  Councillor Armstrong welcomed those attending to the meeting

2. APOLOGIES FOR ABSENCE:  Apologies received and accepted from Cllrs. J. skinner & P. Skinner. Apologies were also received from Boston Borough Cllr. J. Noble

3. DECLARATIONS OF INTEREST:  None

4. POLICE REPORT: No report received

5. MINUTES OF THE MEETING HELD ON 18 NOVEMBER 2019: It was resolved the minutes be approved and signed, proposed by Cllr. Ordway, seconded by Cllr. Williams and agreed

6. REPORT ON OUTSTANDING MATTERS FROM PREVIOUS MEETINGS:

a) Wooded area at Hobhole Pumping Station:

Cllr. P. Skinner not at meeting to give an update

b) Subsidence at Pilgrim Fathers Memorial Site:

No update

c) Replica Stocks:

Cllr. Stables will check amount in the fund before pursuing

d) Highways Issues:

Cllrs. Williams & Ordway have received the Archers report

e) A16 speed calming (Joint request with Sibsey PC)

1) Waiting for a reply from Sibsey

2) A lower speed limited is needed 50mph from 60

3) Cllr. Williams to draft a letter and the clerk to forward to all members for approval

7. VIEWPOINTS ON QUESTIONS/STATEMENTS FROM MEMBERS OF THE PUBLIC DURING THE FORUM

None received

8. LITTER PICKING GROUP REPORT

a) It has been too wet to litter pick

b) Fly tipping is an issue & not improving the possible reasons were discussed

9. CLERKS REPORT & CORRESPONDENCE RECEIVED

a) LCC to upgrade & swop the websites used by parish councils making them accessible & mobile friendly, the clerk to attend training for the new format

b) Resident has written to point out the danger of parking on Church Road

1) Clerk to inform the police

2) Cllr. Lenton to look at the parking issue

10. COUNCILLORS ISSUES

a) A resident has complained that the grass has not been cut – Due to the weather this has not been possible

11. BOSTON BOROUGH & LINCOLNSHIRE COUNTY COUNCILLORS REPORT

Report given by Boston Borough Councillor J. Noble later in the meeting and was asked to email the report to the clerk.
 
12. FINANCE REPORT:

a) Budget update

b) To approve payment of accounts:

Cllr. Lenton to draft a letter for the clerk/RFO to send with payment 4.

It was resolved the accounts be paid, proposed by Cllr. Staples, seconded by Cllr. Williams and agreed.

c) Budget for 2020/2021 – to agree budget & set precept

It was resolved for the precept amount of £33,624.30, proposed by Cllr. Williams, seconded by Cllr. Lenton and agreed – See attached

13. MAYFLOWER 400:

a) A meeting was arranged for 12th February

b) The draft map was available for all members to see

14. FUN DAY 2020: 31st May 11.30am to 4.30pm.

a) Clerk/RFO updated expenditure

b) Cllr. P. Skinner to draft a speed questionnaire for the fun day

15. STANDING ORDERS AND FINANCIAL REGULATIONS:

It was resolved that these would be adopted, proposed by Cllr. Staples, seconded by Cllr. Williams and agreed

16. SPEED CALMING INITIATIVE:

Costs were discussed with possible view to include in the budget for the next financial year

17. BUCKINGHAM PALACE GARDEN PARTY NOMINATION

Clerk/RFO to send 2 nominations

18. PLANNING MATTERS:  To discuss the following applications: -

Cllr. P. Skinner declared an interest in the 3 following applications

a) B/19/0514 – construction of 41 affordable dwellings with associated car parking and access, SUDS basin, and public open space at land off Alcorn Green

Cllr. Ordway gave the clerk a condition to add to this application for the planning department and to use for any future housing applications with public space/green areas

b) B/19/0521 – two storey side and two storey front extensions to dwelling at 11 Sandringham Gardens

No objections

c) B/19/0518 – Change of use from dwelling to dwelling and hairdressers at 11 Pilleys Lane No signage should be erected at or near the property

19. DATE OF NEXT MEETING:  The next meeting will be held on Monday 17th February 2020 at Rochford Tower Hall commencing at 7.00pm with a 10-minute public forum, if required.

There will be surgery between 6.30 – 7.00pm Cllrs. E. Armstrong & R. Lenton will be in attendance
