Minutes taken by the Clerk at the meeting of Fishtoft Parish Council, which was held on
Thursday 9 June 2022 in Rochford Tower Hall, Fishtoft, starting at 7:00pm.

Present: Councillors: Helen Crawford (Chairperson), Joff Williams (Vice Chairman), Elizabeth Armstrong, Richard Lenton, Roly Ashley, Margaret Ordway and Mrs Victoria Clark, Clerk to the Council.

Councillor P Skinner sent his apologies - No report received

The meeting opened at 7:05pm

1.    Chairman’s remarks:
Councillor Crawford mentioned how well the Queens Platinum Jubilee – Fun day went 
Also mentioned was the Clerk resignation 

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were received by Councillors J and P Skinner, on proposal from Councillor Armstrong, seconded by Councillor Lenton and with no objections, all resolved to accept the reasons given

3.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
Declarations of interested was received by Councillor Lenton for item 5f

4.    Notes of the Parish Council Meeting held on 9 May 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Williams, seconded by Councillor Armstrong and with no objections, all resolved to accept the notes of 9 May 2022 as a correct record of the meeting and gave permission for the Chairperson to sign them

5.    Finance:
a)    Payment of accounts to be approved
i.    May Staff Costs: £329.30 Approximate 
ii.    TA Blackamore Ltd: June grass Maintenance: £1,129.08
iii.    Chris Cook Print: Emergency Plan leaflets: £9.60

On proposal from Councillor Lenton, seconded by Councillor Williams and with no objections, all resolved to approve the payments

c)    Cash book: to be received from Councillor Crawford 
All members had received a copy of the cash book via email prior to the meeting                                                                

d)    Bank Account as of 31 May 2022: £62,129.46
All members had received a copy of the bank statement via email prior to the meeting

e)    Savings account: Update
As signatory Councillor Armstong will contact the bank

f)    Grant donation request from Playing Fields Committee: £950.00
On proposal from Councillor Armstrong, seconded by Councillor Williams and with no objections, all resolved to approve the grant towards grass maintenance of the playing fields

g)    Annual Governance and Accountability Return: Section 1, Governance Statement: To complete and give permission for the Chairman and Clerk to sign
On proposal from Councillor Crawford, seconded by Councillor Armstrong and with no objections, all resolved to approve for signatures

h)    Annual Governance and Accountability Return: Section 2, Accounting Statement: To approve and give permission for the Chairman and Responsible Financial Officer to sign
On proposal from Councillor Crawford, seconded by Councillor Armstrong and with no objections, all resolved to approve for signatures

6.    Planning matters: Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.
To include applications received after this agenda has been posted and the day of the meeting

7.    Clerk’s report and outstanding matters:
a)    Anglian Water list of issues: Update
Council to let AW know if they have any issues with the drivers

8.    Members reports and business:
a)    Clearing and tidying the wooded area near the Hobhole pumping station: Update from Councillor Ordway
A safe place is needed for the tools, Councillor Ordway will contact the Pumping Station
b)    Queens Platinum Jubilee Fun Day: Update on day from Councillor Armstrong
Many positive feedback forms were received 
A working group will be set up for any future events
Further discussion will be held during the closed session
c)    Fishtoft 400/Buoy: Update from Councillor Armstrong
The council will look for somewhere to hold the mosaic workshop
d)    Emergency Plan: Update from Councillor Williams
Councillor Williams gave an update
Councillor Crawford to send details of a possible volunteer to Councillor Williams 
e)    Pilgrim Fathers gate vandalism: To discuss options/actions to include signs
Police have not replied to the Clerks email, another to be sent

9.    Correspondence received, Events & Reports
a)    Poster/leaflet policy: To resolve and adopt 
One amendment, leaflet not to be any larger than A5
On proposal from Councillor Crawford, seconded by Councillor Williams and with no objections, all resolved to adopt the policy 

10.    Fix My Street, Highways and Boston Borough Council: To receive any updates on reported issues Appendix B
Take 10 and 12 off, chase 1 and cc Sibsey Clerk, check 11 is still on the schedule
Ask Highways to respond and keep the council up to date with reported issues
