March 2022 Minutes
Minutes taken by the Clerk at the meeting of Fishtoft Parish Council was held on Monday 14 March 2022 at the Playing Fields Pavilion, Fishtoft, starting at 7:00pm. Members of the public and press are welcome to attend.
Present: Councillors: Helen Crawford (Chairperson), Joff Williams (Vice Chairman), Liz Armstrong,
Richard Lenton, Margaret Ordway, Roly Ashley, Judith Skinner, Paul Skinner and Mrs Victoria Clark, Clerk to the
Council.
Also present: Boston Borough Councillor (BBC) Jonathan Noble, the Lincolnshire Emergency Planning & Business Continuity Officer and his colleague from Boston Borough Council also one member of the public
Public forum:
• The member of the public introduced himself and is attending as he is interested in being co-opted onto the council
Talk on setting up an Emergency Plan: Given by the Lincolnshire Emergency Planning & Business Continuity Officer and his colleague from Boston Borough Council
• A blank emergency plan was handed out and an explanation of how it works, once initially filled in a desk top exercise can be arranged.
• An emergency box and weather station were handed to the co-ordinator for the council, Councillor Williams
Councillor Noble:

• Councillor Noble answered questions that had previously been sent to him for the Boston Borough Council’s Budget Consultation
• Olympic Gymnast, Sam Olden, opened the new hall at Fishtoft Academy
• Celebrate Boston will be at St. Botolph’s (The Stump) on Saturday 19 March showing town projects from 10:00 – 2:00pm with a tour of Boston starting at 1:30pm.
• An Easter Bunny Hunt will take place across Boston from Monday 4 April to Monday 18 April
• A section of Wainfleet Road footpath has been reported on FixMyStreet as being slippery from the A16/Wainfleet Road roundabout on the left-hand side reference number 419357 dated 7 March 2022

1. Chairman’s remarks:
• Councillor Crawford Welcomed Councillors J Skinner and Ashley back to the meetings
• With the terrible events happening in the Ukraine Councillor Crawford wanted any Ukrainians living in the area, to know that they have the support of the Parish Council
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

3. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• Declarations of interest were received from Councillor P Skinner for item 6
4. Notes of the Parish Council Meetings held on 10 January 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
• On proposal from Councillor Armstrong, seconded by Councillor P Skinner and with no objections, all resolved to accept the notes of 10 January 2022 as a correct record of the meeting and gave permission for the Chairperson to sign them
5. Finance:
a) Payment of accounts to be approved
i. March Staff Costs: £973.32
ii. TA Blackamore Ltd: March grass Maintenance: £1085.66
iii. LALC: Annual subscription April 2022 – March 2023: £1083.96
iv. LALC: Annual training fee April 2022 – March 2023: £192.00
• On Proposal from Councillor Crawford and seconded by Councillor P Skinner, with no objections, all resolved to authorise the above payments and agreed with payments paid since the 10 January meeting
b) Payments & receipts since 10 January 2022: Appendix A
c) Cash book and bank reconciliation as of 7 March 2022
i. Bank statement: £62,703.96: 28 February 2022:
• All agreed with the balance
d) Savings account – Update
• Lloyds bank contacted the Clerk regarding the complaint sent in & agreed to pay an inconvenience fee of £80 and call charges of £24 into the councils bank, this has been received, they apologised that Councillor Armstrong had not been helped to open savings accounts via a phone call. The bank also sent a letter confirming this and also offering Councillor Armstrong reimbursement of call charges when she calls to open the accounts.
e) Purchase of Microsoft Office: Report sent to members, to be discussed
• Councillor Ashley informed the meeting that Microsoft 365 had cloud saving capabilities’ and would send a report before the next meeting for all to read.
• The Clerk will add this to the next agenda
6. Planning matters: Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.
To include applications received after this agenda has been posted and the day of the meeting
a) B/22/0079: 22/3- Change of use from office (Class E(g)) and warehouse/storage (Class B8) to residential dwelling (Class C3) at Fresh Fields, Long Hedges, PE22 0RH
• The council is aware that the neighbour will be overlooked, if the neighbour has no issue with this then the Parish Council has no further comments.

b) B/22/0097: Change of use from public house with one unit of residential accommodation to 5 residential dwellings
• It was questioned whether the entrance/exit is near to the corner in the road but it was confirmed as not being
• The question was raised as to whether the application for 11 chalets was approved, Councillor J Skinner confirmed that these were not approved.
• The council had no comments for this application

7. Clerk’s report and outstanding matters:
a) To present Anglian Water representative with a request: To discuss contents of request
• Councillor P Skinner will look for past correspondence to Anglian Water for the Clerk to share with all members
• During a meeting with Anglian Water Councillor J Skinner was informed that they would be happy to attend a council meeting
• Councillor Ashley reminded the meeting that one of the problems was the Anglian Water Vans parking on the verge at the War Memorial while waiting for their restriction time to end, while there, the tree branches were damaged and as this is still the village they should not be parked there.
• The Clerk will add this to the next agenda
b) Date & details of LALC’s Councillors update session
• Six members of the council have confirmed that they will attend this free session on 4 April at 6:00pm
• Clerk to re-send details to Councillors J & P Skinner
c) Overgrown tree in Gilder Way: Action put in place
• The Clerk to report this to LHP direct
8. Members reports and business
a) Clearing and tidying the area near the Hobhole pumping station: Update
• The Clerk to re-send correspondence to North Sea Camp, copying Councillors Armstrong and Ordway
b) Queens Platinum Jubilee Fun Day: Update
• The next meeting is Monday 21 March
c) After 10pm noise pollution: To discuss
• The Clerk to ask the Borough what the laws are and what licences are needed
d) Clerk to present policies to be adopted at future meetings
• Lone worker policy would be put to the top of the list, the Clerk to send a draft to members before the next meeting
9. Correspondence received, Events & Reports
a) Pilgrim Fathers: To discuss recent Anti-Social Behaviour
• Boston Borough Council have replaced the gate, a key is needed for maintenance, Councillor J Skinner has arranged for this to be sent to T. A. Blackamore Ltd
10. Fix My Street, Highways and Boston Borough Council: To receive any updates on reported issues Appendix B
• Members to send any new reports and updates to the Clerk as they receive them
• Clerk to contact Highways asking for an acknowledgement for the joint letter with Sibsey Parish Council sent in March 2020 asking for a speed limit reduction on the A16 and also the criteria for reductions of speed limits also a response to all matters raised
11. Dates for future meetings: To set dates from April 2022 – March 2023
• Rochford Tower Hall is available on Thursday evenings, the Clerk to find out the cost of the larger hall
12. Next meeting: Monday 11 April 2022 at 7:00pm
