11 April 2022 Resolved Minutes

Minutes taken by the Clerk, of Fishtoft Parish Council held on Monday 11 April 2022 
at the Playing Fields Pavilion, Fishtoft, starting at 7:00pm.

Present:  Councillors: Helen Crawford (Chairperson), Joff Williams (Vice Chairman), Margaret Ordway, Roly Ashley 
and Mrs Victoria Clark, Clerk to the Council.
Also present: One member of the public

Public forum:
•    The member of the public did not wish to speak
                                                                 
Boston Borough Council: 
•    Councillor Noble send his apologies

The meeting opened at 7:00pm

1.    Chairman’s remarks:
•    Councillor Crawford checked with the Clerk that the meeting was quorate

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
•    Councillors Armstrong and Lenton had previously given their apologies with acceptable reasons to the Chairperson and Clerk
•    Councillors J Skinner and P Skinner had sent their apologies, they would both be at a Boston Borough Meeting 
•    On proposal from Councillor Crawford, seconded by Councillor Williams and with no objections, all resolved to accept the reasons given

3.    Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
•    No Declarations were given

4.    Notes of the Parish Council Meetings held on 15 March 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
•    On proposal from Councillor Ashley, seconded by Councillor Williams and with no objections, all resolved to accept the notes of 15 March 2022 as a correct record of the meeting and gave permission for the Chairperson to sign them

5.    Finance:
a)    Payment of accounts to be approved
i.    April Staff Costs to include HMRC payment: £642.36
ii.    TA Blackamore Ltd: April grass Maintenance: £1085.66
b)    Payments & receipts since 15 March 2022: Appendix A
•    On Proposal from Councillor Crawford and seconded by Councillor Williams, with no objections, all resolved to authorise the payments
c)    End of Year: Cash book and bank reconciliation as of 31 March 2022
i.    End of year bank statement: £58,220.00 31 March 2022
d)    Savings account: Update
•    No further forward
e)    LALC Website maintenance: To receive cost options
•    The Clerk gave the council the annual cost options, Advice only £50, up to 10 hours £150 and up to 20 hours £300, the Clerk advised that 10 hours would be sufficient and Councillor Ashley agreed
•    On proposal from Councillor Crawford and seconded by Councillor Ashley, with no objections, all resolved to authorise the 10 hours cost of £150 per annum

f)    To receive the Internal Auditors reports:
•    The Chairperson read out the Internal Auditors report, the Clerk has a copy for council records
g)    Annual Governance and Accountability Return: Section 1, Governance Statement: To complete and give permission for the Chairman and Clerk to sign
•    The Clerk to contact the Auditors for advice and report back at the next meeting
h)    Annual Governance and Accountability Return: Section 2, Accounting Statement: To approve and give permission for the Chairman and Responsible Financial Officer to sign
•    To be added to the next agenda
i)    Purchase of Microsoft Office: Report regarding document storage from Councillor Ashley sent to members: To be discussed 
•    Councillor Ashley had advised the council that Microsoft 365 at £7.90 + VAT per month would give storage for the council to be able to access
•    On Proposal from Councillor Williams and seconded by Councillor Crawford, with no objections, all resolved for the council to purchase this through Direct Debit
•    The Clerk to organise the direct debit

6.    Planning matters: Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.
To include applications received after this agenda has been posted and the day of the meeting
a)    B/21/0526: Ext (Amended plans) Proposed residential development for 7 detached dwellings with associated parking at land adjacent to, Woodbine Cottage 184 Fishtoft Road, PE21 0BS
•    The Council’s previous objections stand:
“Objects to the development with concerns regarding: - Access is on a bend; - Not in line with the local plan; - Contaminated land; - Part of the land has flooded areas; and - In line with the Parish Council's planning policy for Trees, hedges and green areas "Developers will need to create an adequate managerial plan and ensure resources are in place to guarantee satisfactory future management”
b)    B/22/0126: 15/4 Erection of glazed conservatory at Red Cow Inn, Gaysfield Road, PE21 0SF
•    The Council’s comments: 
1. The already limited parking area would be reduced meaning that vehicles would be using the local narrow roads 
2. If planning is passed the council ask that it be with a condition that suitable parking arrangements be found, one suggestion is that the play area within the grounds be converted to a car park. 
3. The council would like clarification of what the extension would be used for 
4. If planning is passed the council ask that it be with a condition that the extension is not used for music events 
5. The council recognises the need for a public house but as it is sited very close to many properties, has a concern of any noise pollution being increased.

a)    B/22/0081: Rear extension to form garage at 80 Pilley’s Lane, PE21 9RB
Those members that had not declared an interest had no comments, objection or observations

7.    Clerk’s report and outstanding matters:
a)    To present Anglian Water representative with a request: To agree three councillors to list items and issues to send to Anglian water with invite to a future Meeting.
•    The Clerk to send an email to all members asking who would join Councillor Ashley in collecting issues to present to Anglian Water and the Clerk to invite the company to a future meeting 

8.    Members reports and business:
a)    Councillor’s views of LALC councillor update session
•    Members would of liked an introduction
•    Some useful information but too long
b)    Clearing and tidying the area near the Hobhole pumping station: Update
•    The Clerk to purchase the tools previously agreed 
c)    Queens Platinum Jubilee Fun Day: Update
•    Updates were given 
•    Councillor Williams would like to publicise the emergency plan at the event and requested that a quote by gained for an A3 poster of an image previously sent to the members. The Clerk will put this on the next agenda


d)    After 10pm noise pollution: Update and to discuss  
•    The Clerk gave an update of rules from the Borough Council, members will have a word at the Fun Day
e)    Lone worker policy: To discuss and adopt if fit for purpose
•    Not completed yet
f)    Security camera for the pavilion: To discuss half share with the pavilion committee
•    Councillor Lenton asked for this to be put on the agenda but unable to be at this meeting, the Clerk to add it to the June meeting agenda
g)    Pilgrim Fathers gate vandalism: To discuss options/actions
•    The clerk to inform the police and ask if their wildlife cameras would be available
h)    Maple Road green area, edges being driven on: Options/Actions  
•    The Clerk to ask the resident if a committee could be put together once it is established what is wanted locally on this area. The Council would be available to give advice if needed

11.    LALC’s new website: Update

12.    Dates for future meetings: To set dates from May 2022 – March 2023
•    The council will meet on a Monday evening every other month in the Pavilion and the following month on a Thursday in Rochford Tower Hall and will circulate a meeting schedule
•    The next meeting will be held on Monday 9 May in the Pavilion the Annual Parish Meeting will start at 6pm followed by the Annual meeting of the Parish Council 
13.    To resolve to go into closed session
•    On Proposal from Councillor Williams and seconded by Councillor Crawford, with no objections, all resolved to go into a closed meeting

14.    Co-option of members: Discussion only & to book a LALC “New councillor session”
•    The member of the public had expressed an interest in being co-opted on to the Parish Council and had previously sent correspondence to that effect and received a copy of “The good councillors guide” from the Clerk. The council asked if there were further information needed however the member of the public had decided that the position was not for them.

The Meeting was closed at 8:38pm
