Minutes of Fishtoft Parish Council meeting held Monday 8th December 2025 at
The Pavilion, Fishtoft Playing Fields, Fishtoft commencing at 7pm

PRESENT:     Councillor Geoff Day presiding as Chairperson
Councillors Elizabeth Armstrong, Richard Lenton, Steve Appleyard and Lucy Webb

PUBLIC FORUM
There were no members of the public in attendance to ask any questions or make any short statements to the Parish Council.

No apologies were received from either LCC Cllr French, or any of the Boston Borough Councillors and no report had been received to be relayed at the meeting.

Lincolnshire County Councillor Arundell gave his report. (See Appendix C)

The meeting opened at 7.12pm

1.    Chairman’s remarks
Cllr Day welcomed everyone to the meeting

2.     Apologies for absence - To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Cllr Crawford had sent her apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

3.     Declarations of interest – (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
No Declarations of Interest were received.

4.     Notes of the Parish Council Meeting held on 10th November 2025 - To resolve as a correct record and to authorise the Chairman to sign the official minutes
It was proposed by Cllr Armstrong, seconded by Cllr Webb and with no objections it was resolved to accept these notes as a true and accurate record.

Following proposal by Cllr Armstrong, seconded by Cllr Lenton and with no objections it was resolved that these payments should be made.

b)    Additional payments to be approved after setting of the agenda
Prior to the meeting no other payments had been received for approval.

c)     Payments & receipts: since 10th November 2025: Appendix A
Since the 10th November 2025 one payment had been made relating to Bank charges. No receipts of payments received were received.

d)     Balance of Community Account as of 30th November 2025
All members had received a copy of the bank statement via email prior to the meeting of which showed that balance of the bank account as of 30th November 2025 was £21,636.34.

e)     Balance of Savings Account as of 30th November 2025
All members had received a copy of the bank statement via email prior to the meeting of which showed that balance of the bank account as of 30th November 2025 was £35,726.25.

f)    Balance of 30-Day Notice Savings Account as at 30th November 2025
All members had received a copy of the bank statement via email prior to the meeting of which showed that balance of the bank account as of 30th November 2025 was £35,737.78.

6.     Planning matters - Town and Country Planning Act 1990: To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.  To include applications received after this agenda has been posted and the day of the meeting
a)    B/25/0244 - Statutory Consultation Notice under section 42 of the Planning Act 2008 and the Infrastructure Planning (Applications: Prescribed Forms and Procedures) Regulations 2009 to Boston Borough Council for project EN020036 for the proposed Grimsby to Walpole Project (the Proposed Development) at Grimsby to Walpole
This planning application is only a consultation on which only views could be relayed as the final decision is being made by Central Government.

b)    B/25/0453 - Application under Schedule 2, Part 3, Class Q to determine if prior approval is required for the proposed change of use of agricultural building to 1no dwellinghouse at Land off Cut End Road, Fishtoft, Boston PE22 0DZ    
There were no objections to this planning application.

c)    B/25/0462 - Application for the Approval of Reserved Matter (Access, Appearance, Landscaping, Layout and Scale) Following Outline Approval B/24/0509 (Outline planning permission for the construction of a 1no. detached dwelling) at 49, Sibsey Road, Boston, Lincolnshire, PE21 9QY
There were no objections to this planning application.

d)    Planning Reports and Information received including Planning Application decisions
The following Planning Applications have been granted full planning permission:
•    B/25/0353 – Change of use of dwelling to house in multiple occupation by seasonal workers employed by Staples Brothers Ltd at The Round House, Wainfleet Road, Fishtoft
•    B/25/0379 – To remove the original blue wrought iron front boundary fence and remove secondary green palisade fencing and gates, replace with 2.4 metre green palisade style fencing and gates at front of perimeter at Fishtoft Academy, Gaysfield Road, Fishtoft

7.    Highway - To consider and make observations associated with Highways matters that are not associated with Appendix B
a)    A16 to Sibsey
There had been a fatal incident within this area since the last meeting. Freedom of Information had been received LCC Councillor Arundell. Whilst at the meeting he wrote an email to the relevant Highway Officer expressing for more information in regards to this matter.

b)    A52 Road Crossing
This agenda item was deferred to the next meeting.

c)    Scalp Road
LCC Cllr Arundell was unaware of any updated information relating to this matter other than items that had been reported on Fix My Street of which he urged everyone to continue doing this. He agreed to contact LCC Highways and find out more information relating to other matters associated with this agenda item.

d)    Interactive Speed Signs
The Clerk was asked to provide updated information so that a decision could be made at the next meeting.

8.      Members reports and business
a)     Fishtoft 400 Community Group
- Any updates 
There was no information to relay.
        
b)    Parish Council Website
It was deemed the website was ok.

c)    Fishtoft Primary School – Report from Cllr Webb
Cllr Webb relayed the following:
•    The planning application that had been submitted the school have decided to keep the blue gate
•    The new intake is lower than the previous year.
•    The revamp work intended for the front of the school is now to be at the back of which they a considering having a gardening club.

d)    Quotes for Noticeboards
Cllr Armstrong looked up different options suitable for displaying next to the buoy. It was deemed more information was required and therefore deferred to the next meeting.

e)    Light outside Fishtoft Playing Field Pavilion – request made by Cllr Appleyard 
Cllr Appleyard had relayed that the Flood Lights outside the Pavilion are either not working or not switched on during the evening of when the vicinity is in use and feels that this could be deemed a safety and security risk. Cllr Armstrong said that she would contact Mr Hislop and find out more information regarding this.

Cllr Lenton relayed that the Chairman for the Fishtoft Playing Field & Pavilion Trust was stepping down due to moving away from the Parish.

10.     Correspondence received, Events & Reports - To discuss any correspondence received including after setting of agenda
There was no correspondence to relay

11.     Fix My Street, Highways and Boston Borough Council - To receive any updates on reported issues Appendix B
There was nothing to report.

Appendix C

LCC Cllr Arundell
•    A complaint had been received relating to vehicles parking on the footpath near to the Red Cow and Post Office. After investigating this he was informed that this is not a Highway matter.
•    Received concerns regarding a flooding matter at the vicinity of a resident’s property near Long Meadows/Rawson Lane. Highways have investigated this and do not see that there is any safety issue after assessing the information.

Cllr Day asked if Lincolnshire County Council had any information in relation to the proposed reorganisation of support services by United Lincolnshire Teaching Hospital Trust. Cllr Arundell was unaware of anything relating to this matter. Though is aware the LCC are going to be spending £23m on approving the heating at Pilgrim Hospital.
