DRAFT MINUTES OF THE FISHTOFT PARISH COUNCIL MEETING HELD AT ROCHFORD TOWER HALL ON MONDAY 21 OCTOBER 2019 COMMENCING AT 7.00PM

1 CHAIRMAN’S REMARKS: Councillor Armstrong thanked everyone for their hard work in relation to the Fun Day – unfortunately the event was cancelled but will be re-arranged for next year.
2 APOLOGIES FOR ABSENCE: Apologies received and accepted from Councillors H Staples and P Skinner.
3 DECLARATIONS OF INTEREST: None.
4 POLICE REPORT: Not received.
5 MINUTES OF THE MEETING HELD ON 23 SEPTEMBER 2019: It was resolved the minutes be approved and signed, proposed by Councillor J Skinner, seconded by Councillor Williams and agreed.
6 OUTSTANDING MATTERS FROM PREVIOUS MEETINGS:
a) Wooded area at Hobhole Pumping Station: Nothing further to report at this stage.
b) Additional venue for PC meetings: Nursery at Pilgrim Hospital not an option; still no contact with Pilgrim Facilities. To place notice on boards requesting details on any suitable venue.
c) Subsidence at Pilgrim Fathers Memorial Site: Nothing to report, to keep as an item for the next agenda.
d) Notice Boards: No date set as yet, Clerk to check with Beal & Fairchild.
e) A16/Hilldyke: Contact made with Sibsey PC with details of nominated Councillors, nothing further to report at the present time.
f) Fun Day: To be an agenda item for next meeting, it is felt a date and entertainment needs to be arranged as soon as possible. To place on agenda for November.
7 LITTER PICKING GROUP: Councillor J Skinner reported a resident of Buckingham Gardens had contacted her with regard to the litter being chopped up when grass is cut – unfortunately there is no solution other than residents picking the litter on a regular basis.
8 CLERKS REPORT:
Consulation for Removal of BT Payphones: BT are proposing to remove the public payphones on Eastwood Road and at Hawthorn Tree Corner, these can be adopted for £1 however, both are the modern type not red kiosks; it was agreed not to request adoption.
Fishtoft Playing Field Trust: Request received with regards to providing some adult exercise equipment for placement at the playing field; it was agreed to pass on details of available avenues for grants.
Request also received for some form of traffic calming through the village; this is an issue throughout the parish and will be considered under item 14.
9 BOSTON BOROUGH AND LINCOLNSHIRE COUNTY COUNCILLOR REPORTS:
Councillor Noble reported on the following:
• Contact received regarding litter issue Princess Anne Road, Margaret Drive and Ashlawn Drive, reported to BBC.
• BBC Property Funds, information forwarded via email to all Members
• Planning Application B/18/0528 lapsed, concerns regarding lack of affordable housing.
• Planning Application for development at Tree Tops refused.
Councillor J Skinner reported on the following:
• BBC group still working on climate change
• Enquiry evening regarding Anti Social Behaviour and Licensing will go to a task and finish group.
10 FINANCE REPORT:
a) a budget update was presented and accepted.
b) to approve payment of accounts:
Clerks salary - £341.90
Clerks expenses - £28.04
Mobile broadband half share - £8.85
Grass maintenance, BBC & LCC areas (1/12 annual charge) - £1,064.22 (£177.37 VAT)
Weedkill treatment at war memorial - £25.00
Audit fee - £240.00 (£40.00 VAT)
It was resolved the above accounts be paid, proposed by Councillor Williams, seconded by Councillor J Skinner and agreed.
BBC charge for uncontested parish election - £87.38, it was confirmed this charge was for production of nomination packs, notices, etc for the parish elections in May; following discussion it was agreed to raise the matter with BBC as this was not mentioned during the Transformation Programme, only charges were to cover costs if there was a parish election.
11 MAYFLOWER 400:
Councillor Ordway reported the map is at the printers for artwork. Councillor Armstrong was concerned that more regular meetings need to be arranged and it will be necessary to check on the buoy.
12 STANDING ORDERS AND FINANCIAL REGULATIONS: New model documents handed out, to be agenda item at November meeting for approval.
13 PLANNING MATTERS:
B/19/0361 – change of use of a section of residential garden to a garden café (Class A3) at L9ock House, Meer Booth Road, Antons Gowt – no objections.
B/19/0409 – erection of electronic gates at site entrance at land off Wainfleet Road – concerns with regard to delivery vehicles accessing the site, could cause tailbacks onto Sibsey Road which would exacerbate the issues already experienced for vehicles accessing Pilgrim Hospital, particularly emergency vehicles. If the purpose of the proposal is merely to stop unauthorised parking, a more sensible solution would be for double yellow lines – as per the precedent set on Burton Close.
Wording is incorrect, entrance is Sibsey Road not Wainfleet Road.
B/19/0415 – variation of condition 7 (Surface Water) attached to B/14/0210 to alter the means of surface water disposal at Hawthorn Tree Children’s Community Centre, Toot Lane – concerns the drainage is under the structure and could cause issues if capped.
14 SPEED CALMING INITIATIVE: Following discussion the following points were raised
• The device can only be in same site for 6 weeks maximum with no return for 3 weeks
• What are implications of battery or solar power
• What would management service costs be
• Liaise with Sibsey in relation to their permanent sign
• Speed gun initiative works in other parishes with no shortage of volunteers

15 DATE OF NEXT MEETING: The next meeting will be held on Monday 18 November 2019 at the Playing Field Pavilion and will commence at 7.00pm with a 10 minute public forum, if required.
There being no further business to discuss the Chairman closed the meeting at 8.25pm.
